Since Chelsea have a new owner slowly their performance has continued to decline and this is their second season in this condition there is no change at all even though they have enough budget to bring in new players, in the Premier League Chelsea is one of the clubs that spends the most money but unfortunately it hasn't changed the situation at least in the last 2 seasons.
