Confirmed: the CHA wallet will just show 0 for the BTC balance, and it will be impossible to create a transaction since the wallet can't see any unspent outputs.

Bounty Requirements:

Lowest effective per transaction fee. Measured by running a transactions log through the solution. A training transaction log will be provided in the coming weeks. Note that we do not ask for a minimal guarantee on a single transaction basis, but rather, on the lowest effective per transaction fee across many transactions and long timeframes.
Eventual Blockchain consistency. All transactions must be signed on the Blockchain within 168 hours of execution.
Functional. We are looking for a functional system, even in MVP stage, that can be integrated, e.g. as the currency backend for the Aleph Karma system.
Practical. The suggested system should be judged by us to be practical for use by the community and realistic, with the potential to form the foundation of a real service and company.

I think you all ready solved this problem:

The biggest change in this version is a complete overhaul of the transaction system. Loading a private key used to take a while, but it's fast now. As soon as you load a private key, you'll see your CHA balance and BTC balance as usual (if this didn't work for you before, you should try again). If you click your BTC balance, you'll see a list of unspent outputs that Chancecoin sees as being available for spending. You may recall that every Chancecoin transaction costs some BTC. For example, see this one. Those 0.0001086 BTC multisig outputs are what many of you were complaining about as "betting fees." With the new transaction system, Chancecoin will automatically reuse those outputs and credit them back to you (for example, see this transaction). This means that effectively, the only fee for a Chancecoin transaction is the standard 0.0001 BTC fee. We think this is a major win.

in the case Chancecoin seems to be broken at the very moment - it's my fault. Unexpected maintenance on the server which CHA uses for a subset of all blockchain related queries. This may affect unspent outputs and balances.

I expect it to be finished in about 6-8 hours.

Minimum output amounts: 3 * (148 + output size) * 0.00000001, that is:

Pay-to-pubkey-hash (34 byte): 0.00000546 BTC
Multisig, two compressed public keys (80 byte): 0.00000684 BTC
Multisig, one compressed, one uncompressed public key (112 byte): 0.00000780 BTC
Multisig, three compressed public keys (114 byte): 0.00000786 BTC
Multisig, one uncompressed, two compressed public keys (146 byte): 0.00000882 BTC

Output amounts are x 10 for < v0.9, so 0.0000546 BTC for standard outputs

These are big news indeed - on the same level as the btct.co shutdown started the distributed exchange (dex) race we seen now with all the 2nd gen crypto.

Cha has a good chance here to be the lead in distributed betting (dbet?).
