I think the issue here is transfer fee. Sunderland obviously doesn't want to let go of a player who immensely contributed to their impressive campaign in the just concluded season. They know they might not be able to get a perfect replacement should theyet him go but since he's interested in moving to Chelsea, they now want Chelsea to put a higher offer on the table.
My knowledge about football tells that it's very difficult to keep a player who actually wants to go and for clubs that succeeded in doing that, it usually do not end well. The three parties involved should try and peacefully come to an agreeable ground.

In football a player doesn't require strength to be a good player except in Africa where they believe so much in strength and it's clearly a disadvantage for them instead of an advantage but they are not yet aware of it. Physical ability is not a downside for Cucurella because he is a very good player that performs him major role of defending perfectly. He's speed and aggressiveness covers for the physical downside that makes it almost impossible to notice.
