In the past, yes. I made multiple withdrawals of good amount of money from different casinos without any problems. None of those casinos frozed my account or asked me to pass kyc. BTW, I'm talking about reputable casinos.
Now, things are a bit different and casinos are more strict when it comes to identity verification. Some of them will ask you to pass at least level one verification upon registration even before making a deposit.

Depositing small amounts betting minimal bets but getting big wins is very difficult unless lucky.
Taking from several examples that I experienced when depositing $ 60 betting in slot games with a base bet of $ 0.1 getting maxwin the total win was only $ 500 from the maxwin limit of 5000x and when I withdrew the funds it was always smooth without any problems because I had done KYC earlier before betting and already several times I made withdrawals without problems even though it was not a large amount.

The thing is that you can only pull off stunts like this every once in a while and only on casinos that are reputable. Some of these casinos out there (I wouldn't drop names) would freeze your account after discovering that you beat them, while some will pull of insane KYC requirements just to stall out and make the prospect of ever getting your win seem impossible. This is still pretty much possible, you just have to know how to play your cards well first and foremost. While I myself have not done this, Reputable sites like Stake.com will more than willingly give you your wins after passing their very easy KYC verification test. Winning 1000x the base bet is not uncommon at all at slot games, so I don't think many casinos block withdrawals for such winnings except if the stake is high, like $2 or $3 and the casino is a small one. Because usually casinos lock accounts and ask endless KYC when they see that the customer is winning more often than the probabilities of the games or the bets allow to do to random players. I remember reading the positive feedback he left to the casino representative and if memory serves me right then he didn't withdraw the whole amount at one time but the sum of his withdrawals was 7+ bitcoins. In my opinion in the VPN case, this situation can occur when someone uses a VPN to access the site. Since VPNs often route multiple users through the same IP address, innocent players might inadvertently get caught up in the actions of others. It just sounded weird to me that OP opened a thread to ask us all if we have had such a good luck.
It would be as if I opened a thread asking for something very specific which is very unlikely to happen while gambling and expected to see several people saying they went through it.

I reckon most withdrawals under $1000, maybe even under $500 wouldn't be flagged? Anything above that you should be prepared for KYC. Heck, I reckon it's not even about the money, anything that hits a 500x or a 1000x would probably be enough to flag their account and be subjected to some regulations and scans. Especially in recent times where you've told what happened already OP, a bunch of new accounts getting frozen and KYC issues not being handled properly.

That's the answer to why using a VPN is prohibited because it can result in someone who is innocent being held responsible because the IP used is the same.
But if you use a premium VPN it won't be a problem because the IP is dedicated to that user only.
