In the ToS its stated only that winna.com only "may request identity verification at any time"; its not obligatory. I would better say that their ToS and other description is misleading, than saying that are fake NO KYC casino.

Why will a project's name say "NOKYC" and the casino goes one to otherwise. Something is wrong somewhere. I don't think that it is a deliberate misleading. It could be a huge underlaying contradiction. I also believe that there are no 100% KYC free casinos.
