Is your friend 100% sure that this current internet provider prohibits him from accessing the casino? He can change DNS to Cloudflare DNS in browser's settings and bypass that restriction but I don't know if it will be perfectly legal and doesn't cause any problem with the internet provider.
I can tell you from my personal experience that some torrent websites are blocked by my internet provider but I use Cloudflare DNS and still manage to visit those restricted websites. I do this for years and my internet provider has never called me about it. Seems, it's okay for me to change DNS and visit prohibited websites. It might be okay for your friend too, just be sure that his country isn't blocked by Metawin.

I think this is the correct solution because basically changing DNS does not change the location of the device used. But, I won't force him to keep trying metawin if what he's complaining about makes him uncomfortable.

I myself have tried at least a few internet providers, but the same thing keeps happening because the government has asked them to limit users of their services for gambling access. But as I said above, if this makes him uncomfortable then I won't force him to try metawin. I understand the variations of providers restriction since I experienced playing same provider on casino A but can’t play in casino B. Provider usually doesn’t have their own ToS stated on the casino that’s why you can unintentionally bypass it if you are using VPN or altering DNS to bypass restriction.

For me, I don't see the necessity to use a VPN when gambling if the VPN I'll subscribe to is still from the same country as mine. As long as I can gamble without a KYC, that's already a way to keep my privacy. ""Why the connection IP with your ID it's different"...I thought game providers already understood that some ISP providers use dynamic IPs for their users, so the IP will change from time to time. The most important thing is that a gambler is still accessing it from the same country. If that country is allowed to access the game, then there shouldn't be a problem. I think it's easier for the game provider to sort all the users based on the country they access from, rather than sorting all the ISPs, which could be millions depending on the number of users of a certain casino.

You are trying to find an alternative method to fix your problem, and using a VPN in general is always risky. Since you have no idea about the TOS of the certain provider, that's the risk you're taking, and you should be ready for it. Besides, it's just a free spin, so you'll lose nothing (aside from the opportunity to win extra money) since it's just free.
