Generally speaking, let's just say that physical casinos are more trustworthy when compared to their online counterpart, physical casino (like we all know) has a building that exists physically, and there are real people working there, one can even meet with the manager of such casino if they so want.

This discussion didn't just start from whether or not a certain casino is bad but from some view of someone about the danger of physical casinos. If you checked what @wiwo wrote, you will find the main clue there, but still, I believe there is a misconception about what he wrote. If we are talking about physical casinos, we should differentiate them from an agent arrangement that has physical structures, they are not true physical casinos.

In my understanding, what @wiwo alleged is right, I read many of such fraud myself, but those agents' arrangements are to be blamed here, they are mostly in the form of a franchise arrangement. The main casinos that those agents use always have their presence online where anyone can play but also have those agents all around places where people may play for convenience's sake. This is typically different from the main Land-based casinos that should be tagged the true physical ones. According to the tweet and the victim narration, he bet the game in a physical shop and won N16,700,000 (~$13,500) but the agent of the shop refused to pay him even after the betting company from their head office instructed him to pay. Not that the company did not pay the agent, they paid but the agent refused to pay him saying that someone else have come to withdraw the money. He approached the court only to get N3,000,000( $2,400) out of the total winning and was asked to go and look for the people that withdrew that money. Normally, when there is winning, the only way to withdraw is to tender the ticket to the agents who will take the ticket before paying the winning. So I do not know how someone will withdraw the winning of another and what the person used to make the withdrawal. I think the agent wanted to steal the entire money but due to the pressure from the court, he has to return part of it. I see this as a warning on the dangers of greedy agents in physical gambling platforms.

Op, first of all you have to do some editing in your first paragraph which money should be changed to morning and bent should be best. And I believed those are some of the typos and might be from the keyboard. I have seen many and I also sometimes have these issues. When I am typing another word would just appear and replace the original one which I would not even know and post it like that and see the error later.

And coming to the story. The cashier has to paid the money because that has not happened in anywhere that someone came and withdrew nthe money with the slip. And if the court order him to pay only 3m then the court is also part of the conspiracy. And the bettor need to sue the judge and the cashier to appeal or Supreme Court.

My take on management change is that it is usually for a reason, that is not always going to be a good reason. Usually it can be that the site has been bought or the like in which case usually the seller knows more than the buyer and the result is quite unpredictable. Perhaps a risk reducing measure is to move your funds away for a while until it settles and you have confidence.

I don't see how a change in management should be a big deal if the new management has good intentions while purchasing the company. This could also be in two ways, it's either they drive it positively or negatively as I've seen enough companies that weren't doing so well but when there was a change in management, there were improvements. The same goes for the opposite and it's a wake-up call for us to be more vigilant when a takeover like that happens. Anything that is not positive as usual should have hinted to us to quit as soon as possible before we become the next victim. If that casino know how to manage their business, change of management will not be a big problem. The management will know that is usual in any business so they will do that if it's necessary. The change of management will be done if the owner thinks that their business needs to be refresh with new people.

The owner will pick the candidates and check their background so those people can works as what it needs. Maybe the new management needs time before they can runs as it wants but that will not be a big deal. The owner and the other people in that business will manage their work properly so they can runs their plan with better.
