I read, scanned and skimmed the Terms and Conditions of the casino, I didn't see the restricted countries and I came back to the beginning started with careful reading for more than than an hour to if would see the restricted countries in the ToS but I didn't find them therefore I concluded that there are no restricted countries and the casino is probably general for all countries. Every casino has their policies. One thing that making people not to read ToS of the casino before registering is because of the length of the ToS and many gamblers registered before reading the ToS when they have faced issues which is already late in some terms. If we read before registering we might even pause if the ToS doesn't on our favour.

OP did the right thing by asking the casino such questions about regional restrictions so as to be on the safe side when registering and depositing. True that information like this usually located under the terms and conditions page, but since betkin provide separate page for Accounts information so I think it is fine.
Players should do more efforts if they want to find something which they think the information is so important for them, not hard to do actually as we only need to check page by page and use control F with a clue for the things we are looking for.
Lastly I have to agree with you about the last sentence on the terms as I quoted previously, but since they have written it then users cant do anything, I cant complain as long as players are warned in advance for this special case.
