I agree with you, although it's good to have a letter of guarantee as many people wants such a thing but most people want a good exchange that they can use without doing any kind of KYC and CCE.Cash is quite good at delivering that thing. The Russian crypto regulatory bill is highly restrictive, with the government dividing investors into different classes, with certain requirements and restrictions. I.e. 'unqualified' investors are restricted to an annual investment cap of ~ $4000. They must also pass a risk-awareness assessment test for such a 'small' amount.

I think many parts of this regulatory bill is absurd, but i get it that the government want to control everything about how its citizens use crypto.
