Let me help you out here. The link that you shared is completely useless and devoid of facts because most of the sites on that list like BC.Game etc are KYC hungry casinos who request KYC for the simplest of reasons.

I checked it too, and it seems you're right, there's no clear rule about VPN usage.

But if you read this, restricted countries, it seems clear now that you can't bypass if you belong to this country.

I do not see how this will help them. Most casinos go for keywords that gamblers will search for and want to include that in their name, common ones are "casino" and "bet", which can be either a prefix or a suffix in the name. Going with a totally unique name means people have to be searching for you to find you and they will need to build a large reputation to make the word that popular.
