You are right about this, I don't see any reason why someone that's decent would go to an underground casino knowing fully well that a lot of illegal things can go on there based on the fact that it's underground. For addicts it is hard because many refuse help. You can't really forcefully help those that don't want your help in most cases. In any way, helping addicts on a mass scale is impossible. The best would be limiting the availability of things that are addictive.

The cops could raid at any moment, mobs certainly gaslight people and look for a way out. All that fast actions causes anxiety. I've never gone there but I intuitively see it like in the movie. The problem of government with policies has not been about making good policies but the problem has been in the implementation of those policies as formulated. That's one area of setback with public institutions anywhere in the world. And am not surprised it's affecting their programmes towards gambling addiction education on her citizens.
