I do not believe anything like that exists and only Italian FA have the power to either stop or barr a player from playing in the league and that totally depends on whether the player has breached any of the league's rules,
Hence no club has the power to prohibit any player from going to another club in Italy cause they had issues with the player,
Nevertheless, I do not think the Nigerian international will be interested in a move to Italy after what transpired between him and Napoli while he was their player.
I think it's real to tell the truth... Because teams can put a condition on a player's contract like they can't be sold to a rival team etc.. Maybe it might not be for all Italian teams but for their main rivals. But it wouldn't be valid forever I guess. However as I said on my last post here I don't expect him to prioritize the Serie A in case of leaving. He'd prefer a bigger league to improve his career instead.

Napoli would really make use of Osimhen right now though.  But thankfully he didn't want to stay any longer and came to Galatasaray. Since he arrived we've been dominating our league more than before! However probably we won't be able to keep him for long as there is a chance for him to leave this summer.
By the way will Napoli move on with Lukaku as their main centre-forward? He doesn't look good at all. If you remember he was much better at national team in the past. But not even there he looks good these days. Up to now I haven't seen any big teams interested in signing Osimhen, which is very strange, given how well he's been doing in the Turkish league. I might be exaggerating in thinking that the big teams gave up on Osimhen after seeing his behavior in the dispute with Napoli. Most big clubs avoid players who refuse to train when they have problems with the club. I think the way Osimhen handled Napoli was something that made the big clubs distance themselves from him. I could be wrong in this view. Regarding Lukaku, honestly, it's a case without much comment; he can't play like he used to. He spends more time injured than playing. He's become a headache for Napoli.

It’s hard to say for sure what the future holds for Lukaku at Napoli. Lukaku is already over 30 years old. His performance with the Belgian national team also hasn’t shown anything that would make Belgium’s attack particularly sharp under coach Rudi Garcia. Napoli would be better off focusing on signing Hojlund and other forwards. If Conte continues his work with Napoli, he’d be better off looking elsewhere.

Napoli knows what he can offer to the club that is why they are still consider of keeping him in the club, although letting lukaku leave will make the club to sign another striker who can compete with Hojlund but Napoli are still looking at the transfer market and how expensive clubs are demanding for a player.
From my perspective, Napoli still seem a bit undecided about Lukaku's future. They may be considering selling him, but at the same time, they still have some faith in what he can offer. Because of that, there's a good chance they'll keep him at least until the middle of the season to see how he performs. However, if there's no improvement and he continues to perform as he has recently, Napoli will probably start looking at other options. Personally, I think Napoli should be looking for another striker. After a serious injury, there's always a possibility that a player's productivity will decline, making it difficult for him to contribute at the level the club expects.

That would be the best plan for Napoli... Lukaku is really not in a good shape at this point as I've pointed out. I don't believe he can make a big contribution to goals anymore. Hojlund on a permanent deal for €44m is not bad. But he didn't have so impressive stats the last time. He is young I know but he needs to improve this. And in case of Lukaku's leaving the club they had better find a good striker to replace.

While you can break it if you go to courts and try to break that and all of it, I highly doubt that any Italian club has the 100+ million that Galatasaray wants for Osimhen to begin with. Osimhen is not a cheap player, and at least 100 million would be requested, if not more. So, Juventus would need to pay that much and I do not see Juventus having that kind of money. This is why nobody checked if it was legal to ban any Italian clubs to get him or not, because they can't anyways, they can't afford to.

This moves is also shocking me. Milan's decision to waste more than 70m for Goncalo Ramos is absolutely non sense. They could get a better name with better stats with that huge sum of money. So i'm wondering what's wrong with Milan's management. I saw some argued that Ramos was former of Benfica player, but he never coached by Amorim. So it makes sense to questioning the reason behind this transfer. Buying a striker that is only slightly above the average striker for more than 70m is crazy. They can send that offer to the Brentford for Igor Thiago with such price. It makes me think Milan does this with the purpose for laundering. It's actually a weird transfer.

Napoli need to have two strikers because they are playing champions league next season and playing the league and champions league can not be handled by only Hojlund, the team need a backup striker if they sell Lukaku since he want to leave the club and i also did not blame Lukaku because he is getting old and he has been playing in Serie A for a long time, so it will not be a bad idea if he want to change the league he want to play in.
Added the new strikers is very important for the team because champions league is not that Serie A. So having new strikers will give them more powerful chances to compete with any club in the champion league, I can see that each an every teams are busy signing more players against next season this show that next season competition will be very tough one. Milan will be getting Goncalo Ramos for next season, it has been confirmed by multiple sources that he will be Milan’s record signing for 80 million euros. For real this is very shocking to me, for a player that have been a bench warmer for both PSG and Portugal to be sold for that price, he should have been bought for less.
I think maybe Amorin asked the board to get the Portuguese international, both player and club have agreed to the move and the player will be Milan’s center forward next season.
The question now is can romos fill in that center forward role for Milan or will it be another center forward flop signed again.

Napoli should replace Lukaku soon. I bet he won't be able to make a significant contribution to the club next season. People shouldn't get carried away with his goal and assist in his last national game. The competitor was weak.
