why is there a special rule like that

As explained in this tos to avoid money laundering then a wager of $ 69 is needed to open a withdrawal, and indeed this is somewhat different from other casinos which do not mention this.

For now maybe the casino does not require customers to KYC - but it is possible that if this is needed they will ask you for KYC this is indeed common.
If they write in the title "Without KYC" then it is not completely anonymous.

I got the $10 test and tried out some slots and also the sports betting option.

First impression is the unique colors and easy navigation. The site loads quick and there is little lag when playing slot games. The sport section is also robust and has a good number of different sports to choose from, which is not common for a casino/sport website.

If you want to spend few minutes to read some posts above, you'll get the answer as its been asked already so there is no need to ask the same thing.
They claim that they do not even ask for KYC for suspicious accounts such as trying to exploit bonus or exploit game's bug as it seems they have their own way to deal with it.
I do not see any license as well here so it is reasonable if KYC wont be asked here, but I'm wondering whether they will acquire any license in the future or not because I think the country where this casino is located may not allow them to operate without any license.
