VIP transfer program is simply where you have a VIP account in other casino then you can have the same level in the casino that provide the program by providing the proof as requested by the casino. For example, I have a Platinum 3 account in Stake so I can transfer this level into my Winna account by providing ownership of my Stake's account. Once the process is done by Winna and it is accepted, my Winna's account will be updated into the equal level as what I have in my Stake's account.

Getting a license from Canada makes your casino different than many others with licenses from Curacao. It does not open your casino to more people from more nations that are in restricted list but with a license there, Canadians can use your casino without issue with government. It possibly makes your casino legally accessible for people from many other developed countries as Canada belongs to G7.

About people who are citizens and living in nations in the restricted list, they must know that they are not allowed to join and use the casino, so don't do any tool to break available existing restriction walls of the casino. It only brings more problems to their accounts, funds in the future.
