Yes indeed everyone has their own control, we can determine what our lives are like by not caring about the surrounding environment. In my own neighborhood, there are many adult women who work in factories because it is difficult to find a more decent job so the last choice is to work in a factory but with my sister she refused to do that because she thought she could get another job that was more decent or comfortable, as a result now she is an affiliate whose daily income is quite large and even beats her husband's salary when compared to the month.
Sometimes what we call self control is actually the result of opportunity. Your sister tried but she may have had an opportunity that not everyone else has. Many people in the same situation can't take risks even if they want to, because they are afraid that if they fail, their family won't survive, So I think not only desire, but also time, opportunity and mental preparation play a big role.
I mean, we can not judge others based on what played out with the decision of a single person. if you are resident in an area that has an industry that is thriving well, chances are high that anyone that is resident in such an environment will will want to build his or her career around that sector. with that, deciding to go into something different from the conventional thing every one is doing might mean an higher risk and so anyone that is taking that level of risk should be someone that is ready push above the ordinary.
As much as where you leave has influence on you, you have the final say in what becomes of your life per time because you have been given free will by the creator of the world to determine what direction your life should be headed.
