Actually I think the superstition actually comes from the people themselves, not from the casinos. When someone starts winning they create a comfort zone for themselves, and think that this is what is making them win. Regarding changing casino dealers, I think it could be more operational or part of the rules not to directly change someone's luck. It's not bookmakers that decide the result on roulette; it's just a spin-to-win game in which the dealer's job is just to manage it and do the spinning, and the player has to wait on his luck to decide. And in the case which was shared, the two players were wise enough not to allow themselves to play till the point of losing all back to the casino; just after two unlucky spins, they decided to end the game and leave, which was really a wise thing that they had done.
