You have a point, when you have lost a lot of money from gambling it is better you take a step back but the problem with a lot of gamblers is that they tend to gamble more during the times that they incur losses probably because they want to recover quickly. Machine might not be rigged, but how can someone check validity of it? I am not even talking about license. It is not connected to anywhere as I see. For me it looks like person has organized his own lotto or gambling game. For me it looks like a simple and offline version of https://www.random.org/. Player select number, get a ticket, machine run randomizer and tell the result.

Hahaha alright I understand your concern is how dirty the machine is looking. But that depends on the handler and their level of neatness. I think that part looking dirty might be a sticker or something else that was removed from that part and it left that dirt there. If you are a neat person then whatever is around you or you are handling will also speak same.

The brand new of the machine doesn't look dirty, it is just the handler's care. Most people care about the money not about the neatness of what will produce that money.
