For me it looks like person has organized his own lotto or gambling game. For me it looks like a simple and offline version of https://www.random.org/. Hahaha alright I understand your concern is how dirty the machine is looking. But that depends on the handler and their level of neatness. I think that part looking dirty might be a sticker or something else that was removed from that part and it left that dirt there. If you are a neat person then whatever is around you or you are handling will also speak same.
