If gambling can be referred to as financial decision, that does not mean that it's going to be referred to as investment.
There are people that are making money from gambling and that does not mean that they'll making progress and it can be referred to investment. Risk taking to make money can related to investment but I don't think people will see gambling as also a type of investment that has no guarantee that several gamblers are going to make money and be successful in their bets.
