Maybe governments can put a cap on the types of structures that can be built and how an area needs to be evaluated to determined the price of the nearby houses. But they would not do this because a lot of local goons are involved in promoting real estate and a part of that money goes to the local party leaders fund.
...Like, the area in which you are living. If it is facilitated by all desired things, then it is very obvious that the living cost will be higher in such areas.
Certain areas will have higher costs than others. You now have to take the decisions whether you want to travel a long route to work or live close to work and cut down on transport costs or live in between the two.
And if you are living in such an area where all things are not available, then the cost will be reduced due to low rents. Other than this, the cost also becomes high when the area in which you are living starts to develop, not instantly, haha, but with the passage of time, it really has big changes on its value due to the demandable area factor.
This comes down to personal preference and the needs of the family. If they want schools and institutes nearby they might stay in one place, if they are working they might prefer another place.
