Still, charging 10% is not reasonable at all even if it is on 3rd withdrawal in a day by players as it is just too much.

No, If I understand it correctly the screenshot shows that the 10% is applied on the payout request on the third deposit in that day and so on.

Just as the screenshot stated, today, you deposited 3 times, let us itemized it

You made 1st deposit  and you played, then you request withdrawal, also known as a payout

All payout requests within the 1st deposit will be free, according to the screenshot, then your funds run out...

You deposited again, and that is the second deposit, you play and win and request payout 3x, all those 3x request will be free then your funds runs out.

You made the third deposit on the same day, then you play and won, now you request pay out, this time all request will be charged with 10% fee.

This is actually a rare event, I also don't see any casino having this kind of payout or withdrawal system.  It is either free of charge or charged depending on the transaction fee, or a fixed rate charge.
