Then, you take 50% of the total coin (31,780,920 BCC) and give it away to say 1,000 people, each will get 31,780 BCC.

If there were 10 people in the IPO, then each would only have 10 BCC for their investment. That's nothing compared to the 31,780 BCC, and the IPO money would have been better spent elsewhere.

Yes, you are artificially raising the price of the coin by making an absurd IPO. You will get a couple of suckers to buy in, but that will be enough for you to say your market cap is X. You will make a killing selling your premine while the price falls.
