Depends on who sets it up and how long it takes to do some testing on it to ensure everything is working right I've seen good pool operators start one up in just a few short days.

Security is always the big issue I remember back when I was mining blackcoin and the pools got pwned hardcore... Whats to say that doesn't happen here?

Excuse me for asking because I'm not an expert but wouldn't the best way to test it be to actually mine coins, have them traded for BTC, then BTC to CAC? I think that sounds right but correct me if I'm wrong.
