Pre-mine coins are always based on the TOTAL number of coins. As there is also a IPO, that means that this is ALSO based on the total number of coins. I believe that was CLEARLY stated on the first page. There was no talk about IPO of x number of coins, there was talk about IPO 3%. Why complaining now? Can you not read? It seems that a lot of IPO investors understood it, that was the reason why there was so many people invested in this coin for the IPO. I don't know, if you can indicate a place where it is written that only X number of coins will be used for IPO then show me.
