What you do not like the Chinese? Many scams in any nationality.

This is true, but I'm only seeing chinese sockpuppets.

No one is changing the current rules, but can we really bar accounts created in July from taking part in the December giveaway in 5 months?
I'm willing to listen to feedback on this.
Just seems like the right thing to do in my opinion.

I'd say there's always a risk that there will be some multiple accounts created over several months of time. But the number of people on the list is also increasing, which means that each one gets less PMP month after month. From this point of view I don't see a big risk of multiple accounts getting a lot of PMP after all.

Maybe you're right, but 20 accounts with 50 PMP are also in 1000 PMP  monthly.

I am doing my best to weed out sockpuppets so this scenario doesn't happen.

Anonymity, so revered in the crypto world, and equitable distribution are not compatible!

I asked that people have 20 meaningful posts, not simply spamming until they reached 20.

I will have to agree, all though it is unfortunate that we will be denying these people entrance into the first months giveaway. It is still better that we protect the majority of users from scammers, rather than open our doors to scammers to protect a minority of users. If you create your account after July 1st you are welcome to enter into month 2 of the giveaway.

If we start seeing an usual amount of accounts created in july signing up for the august giveaway we can always ban them from taking part.

He implied some people would start creating a large number of multiple accounts if we allowed new accounts created after July 1st to enter into the following months giveaways. Are you familiar with chinese virtual gold sellers?

I didn't know you were entitled to shares 
Shares will be distributed on Aug 1st, this way we know how much to give out to each person.
Unless you know of a way to split up the shares proportional to the amount of people who sign up by July 31st, before July 31st...
