That's the link to the original article, is it the vice versa? Coindesk Author(s) have copy-pasted a content from Bitcointalk?
In my opinion, if they do, the forum doesn't have the authority to accuse the website, only the member who've posted the original contents can file an accusation since he's considered the Author of that post.

If it is the usual copied from that website and pasted to a Bitcointalk thread (no sources/quotes), use the "report to moderator" button to perma-ban the user.

Some typos in the Guidelines I spotted

Q: Someone insulted me. Why aren't you deleting his post/thread?
A: Possible (since we don't have the time or resources to check) insults are also allowed as long as they contain any kind of constructive opinion, info or something else substantial and aren't off-topic. For example, posting something like "you are dumb" will be deleted as it contains no meaningful content. However, if the post is somehwere along the lines of "You are dumb. This is wrong because this website/thread/etc. has explained it's not right", it's in most cases accepted.

Q: Why do I get the "The last posting from your IP was less than 360 seconds ago." error when I haven't posted today?
A: Logging in, sending PMs and reporting posts to a moderator will also be counted as posting and extend this limit back to 360 seconds. Don't worry: as your activity increases, the 360 second limit will decrease as well. Good catch, fixed both. A user PMed me about the second one a while ago but I didn't get around to fixing it until now.

It’s not allowed. I believe you can only do that if you’re the owner of the website being announced and you want to track which clicks came from the forum (for analytics purposes).

I'm curious about the rules that apply in Service discussion before I start hitting the report button.
So the only rule I can find that comes close to this case is:

12. No duplicate posting in multiple boards (except for re-posting it in the local language boards if it's translated).

So, technically this user bankdex (and many others) are not breaking the above rule but it's clear the multiple topics they've started are a clear abuse:

No, my mistake, they were in Service Announcements in the first place. Had to many tabs opened

Lol, this is one embarrassing situation after another, I checked that section twenty times for a sticky with the rules but never read the description.
Off to increase my report numbers!!! Let's see how many mistakes I make with those....
