How are is the units of Evil thing calculated when making someone pay in order to start posting with an account? What criteria is used to make someone have to pay at all?
From what I understand, if you are creating a new account from an IP address which had previously been used by a malicious entity (banned account, spambot, etc.), then you would be required to pay a small amount before you can use that account. It's a deterrent against spammers, scammers, spambots and trolls who try to abuse the liberties provided by the forum by posting from proxies. Suffice it to say that if you're creating a new account using Tor, then you won't be free to do what you want without shelling out some cash.

Create an account with TOR and see what OP is talking about. All IPS used to abuse, and their subnets, gain these points, and at some point, you will need to pay to post. Also with TOR and known vpn and proxies.

When you register, the IP that you used when you submitted the registration form is used to calculate your evilness. The more frequently this IP or its neighbors were banned, the more evil is associated with your account. The amount of evil associated with an IP decays slowly over time, but the amount of evil associated with an account does not. You must pay or be manually whitelisted to enable posting on one of these "banned" accounts. Here are some stats: Evil | % new users | 0 | 53 | 0-1 | 35 | 1-10 | 4.4 | 10-20 | 0.80 | 20-50 | 2.2 | 50-100 | 1.3 | 100+ | 2.9 |
Currently each unit of evil requires a payment of 4023 satoshi. You only need to pay something if you have 1 or more, though.

BTW, there are lots of VPNs on residential IP addresses. Eg: thousands of free residential IP VPNs here http://www.vpngate.net/en/I'm imagining not many people use these VPNs on bitcointalk, but this can lead to average residential users getting units of evil on their IPs.

It looks like that 90%+ of accounts registered do not have to worry about this (assuming that 0-1 have less then 1 evil)
From the looks of it, you should not be using TOR to register your forum account (if you do you will have to pay).

Yup, I know the existing evil system and I know that you need to pay a small fee to register a new account with an evil IP. But, I haven't heard of the blacklist system justusranvier mentioned, and I would like to know more about it. Can anyone share some info or maybe a link?

And you can use Tor, proxy and evil IPs at will that you won't be banned, but not sure if the account is any way flagged by the forum or by moderation if you do that.
