Yes, you're right, this is VPN service.
Anyone can use VPNCOIN wallet connect to VPN network, to hide your real IP.
Or to provide VPN services for others,
However, only windows server os can set as VPN service node.

Apparently VPN is being attacked by the gov as well:

"Circumventing the Great Firewall is fairly easy. Instead of using Tor, which directs a user’s traffic through three random points around the world in order to shield their identity, a VPN, which only routes their traffic through one “hop,” is sufficient to access websites that are banned in China. Many of these VPNs are free and are often faster than browsing via the Tor network, as well as being much easier to use.
But recently, China’s censors have been clamping down on popular VPN services. In January, the government upgraded the Firewall, blocking the use of Astrill, StrongVPN, and Golden Frog, according to a BBC report. The South China Morning Post suggested that, more broadly, this recent escalation in censorship could be "China's most severe crackdown in decades on how people learn about the world around them, talk to each other and do business.”

360, baidu, kingsoft's anti virus app help people to censorship every software.
Gov not care about your software,  provided that you do not distribute illegal remarks.

Thanks for explaining.
So besides from TOR any software can be used as long as remarks or comments are not illegal.
Maybe TOR is illegal because more difficult to monitor compared to other software ?
In other words software that can be monitored is ok, software that can not be monitored is illegal.
That can be confusing, but if I understand the problems correct everybody that is using special software is suspect and can get trouble with the law.
Would not surprise me that using VPN is already enough to be monitored.
Anyway thumbs up for doing a great job and taking a lot of risk in doing so !
To bad I am new and missed out on the distro.

Respect and good luck, well deserved !

How many users do you already have that use the VPN service and what returns do they generate?
I read in that articles about China that there a free VPN services there?
What is the price model for using the VPN? Does it depend upon the VPN/BTC rate?

The setup, of how many coins the service will cost per minute, is the personal decision  of the one how offers the service
Everybody can offer VPN service though the wallet so its a open competition ...(open market)

I can let people use TOR, but there is a very high risk,

Ok, thank you!

So that`s about the only usecase for VPNcoins? I need them to buy a service which seems to also be offered for free in China?
Currently trying to assess the investment case for VPN and still do not quite get the USP.

So you are saying you can with Bitnet and you pay it with VPNCoin? Great then! Don`t get me wrong, I am trying to find the PROs, not to belittle the coin.
