I think that's the most possible reason. Again, this answer is not official, I was just trying to help you understand since you are excellent at counting but probably not really good at reading the campaign rules.

Do you really think I have got time for reading campaign rules ? I wakeup and move to office, come back home and sleep . Next day same routine. At least I am excellent at something and for off-topic thing, I have been paid earlier for posting there before .
