Look at the OP and please tell me who can't do something like that?
Better have a big detailed whitepaper explaining every single feature because this is just getting ridiculous how easy it is to launch a coin these days.
Also if you are to put a roadmap then make a milestone deal with C-cex releasing the funds on every roadmap goal achieved.
If your not willing to consider the above you are not serious about this project at all.

I agree, its the usual scam, what ICO like this have ever been successful? Dev should lower the price or escrow the funds for release in stages to develop the project and also justify exactly what the 45 BTC will be used for.

Thats all well and good but what happens after 5 days when the devs get 45-3 BTCs and go on a holiday? The blockchain runs and everything is fine until everyone looses interest and the coin dies. The 50% buy-wall goes down after 5 days. See point 7 from C-Cex: 7. Due to recent scams and other negative events, C-CEX can no longer vouch for coin developers. There is no way to verify a developer's identity or to prosecute an individual or team that abandons the projects or otherwise does not adhere to the stated ICO/coin terms without having a substantial legal infrastructure which we can not provide. I.e. if the dev keeps it up for 5 days he is home free... No change really expect you appear to have a 5 day cool-off period but after that you're on your own...
