How do you know the project was abandoned
A project being in "beta" for too long is more or less in development hell. While there might be some commits here and there (and they're mainly restricted to the subforum), many have gotten over the fact that we might not even see its light of the day. Not trying to sound negative, but it shouldn't be taking this long for an UI/ software overhaul. Core functions available and those bells and whistles be added along the way, not all lumped into the main release.

Yes, Ledger uses BIP39 for its seed generation which is supported by most wallets including Electrum so you should be able to easily recover your keys with them. You may have to specify the derivation path or the key/address type that your wallet used since BIP39 seed phrases don't have that information in them.
P.S. Security-wise it is always a better idea to create a new wallet/seed instead of reusing a seed created by another tool like your old hardware wallet, specially if you have sold that device.

There's no reason to not use one unless you're only planning on holding crypto that's only worth less than probably $200. Don't fall for the "I can keep my device safe" excuse, because most people simply aren't capable.
I initially thought that as long as one has the seed phrases, it should be safe to "deploy" them anywhere. Well after getting burned by the recent Celsius fiasco, I'll take pooya's advice and buy one for a better sense of security. Better not be penny wise, pound foolish

So a few years ago I got a Ledger, which I then sold afterward (after reformatting) but not without keeping the original seed phrases (card itself is with me).
Will I be able to restore the keys anywhere on a decentralized wallet such as Electrum, instead of purchasing another hardware wallet?

I checked all the user ID-s and their ticket numbers but I don't understand how the winning numbers are decided although I read the section in the website of Freebitco.in which describes the provably fair lottery,however in the text file I didn't see why one of those numbers was a winning one or at least I didn't understood it well.
It would be nice in the text file to add a description with the winning numbers so people who don't understand it from the actual structure can see which of the numbers was a winning one.Just a suggestion.
Based on the provably fair explanation page, it should be fairly simple. Regardless of the user IDs, having more tickets means more numbers covered for the holders. Just that they're grouped together in ascending/ descending order rather than scattered like a typical lottery. For instance, if I have 10,000 tickets, my winning range would be from 1 - 9,999. Then another user has 8,000 tickets so that means 10,000 - 17,999 for him or her. Assuming I win the first prize, winning number is 3,500. If the next winning number is 7,976, then it gets rerolled because I can't win for the second time.
