Majority of the gambling sites that I gamble with charge little to no fees which is why this was never an issue for me. I usually withdraw only after I win a decent amount and I never faced any problems with withdrawals whatsoever.

If you do it blindly without doing any researches about the coin you are going to hold then yes it is a form of gambling, if you do researches as well as doing it with a plan then I cant say it as gambling but investing. Obviously there is always a risk of holding crypto as there is no guarantees that holding = profit. I think it is only illegal if there is a law that makes unregulated market illegal. The crypto market in my country is still largely unregulated but the people are free to use and trade any cryptocurrency from both local and international exchanges. Some countries have already imposed their own regulation to curbe some illegal activities and protect their people financially.
