It can be done, but it would potentially cost tens of billions of dollars for one person to buy up that much coins, as the last few thousand/hundred coins will be insanely expensive.

I don't think that's the right comparison, in the end I had to pay .6%+0.25c just to own the BTC. With paypal, it's completely free to own paypal USD.

The btc fee advantage comes when conducting transaction. Paypal charges the 2.9%+.30c in transactions. Right now you don't have to pay a fee to conduct btc to btc transactions, though I imagine this will change in the future once mining no longer produce much coins.

Which fees?
Fees for convenience?

Bank->Dwolla = free
Dwolla->MtGox = $.25
MtGox->BTC = typically .5% to .6% for majority of users, I imagine

Total exchange fees for Bank(USD)->BTC = .6% + $.25

Fee for transaction in the same currency using Paypal? 2.9% + $.30

Edit: I should have been more clear. I was trying to contrast the fees of going the slow route (Bank->Dwolla) vs. the fast route (buying BTC with PPUSD or something)

I think the most important reason is bandwidth, they don't want 24/7 bandwidth hogs, and torrent users usually fall in that category. VPN are meant to use for web browsing and occasional file download.

A VPN provider that allow torrenting, would either charge a much higher fee, or go out of business very soon.

There's nothing stopping the Gov't starting their own google.com or facebook.com, it's not difficult given their near infinite resources. But can they compete with the original? the answer is probably no.

There's virtually no need to recover the lost coins. If 1 BTC become too valuable to be a standard unit, then we'll just use 0.01 BTC as the standard (and give it a name too, like 1 satoshi).

Seriously, anyone who trusted mybitcoin with significant amount of coins deserved to lose them. Online wallets are good only if they are backed by a known company, and even then, I'd still use local wallets whenever possible.

Why would this create more problems? I personally have 5 bank accounts at 5 different banks, precisely for this reason. If one bank give me shit, I just remove the funds and deposit in another bank account.

what if you used a number of banks, with a few accounts with each bank? if Bank 1 wants to be uppity and reject your business, you still have banks 3, 4, and 5

This would create more problems than it solves and attract unwelcome scrutiny.

Selling guns past state border, witihout FFL and proper reporting, is a federal felony though. Selling gold is legal, but the government is able to track sales and audit you, that's all.
