They create it. For normal, mine-able coins it's not about the budget but the skills of the developer(s) involved in it which are not easy to come by unless you got the money to hire some. All you need other than that is a decent PC.
actually, it's not that hard(at least not these scams).
most of them are just copy of another coin with the intention to just attract investors and run with their money.

And most of those coins are likely to fail because they have nothing new to offer. To create a crypto with unique features that have a chance to succeed you'll need some good brains and clear goals.

He responded to my question; he is using Blockchain.info

Unfortunately blockchain.info does some really stupid stuff and makes it difficult to do any advanced tasks, so you cannot use it to create a CPFP transaction.

But can't OP do it by importing the address to another wallet and create the CPFP transaction from there?

There's another very similar thread here (same title, even), might want to look at it. I think it is illegal but I'm not sure what the outcome would be if someone was bought to a court for the sole reason of stealing bitcoins. I'll just leave that to the lawyers...

Maybe it's not the private key, it's the refund address I receive my funds on, so not really sure what I can do with it? Is there any contact or support I can find in order to help me retrieve it or?

First off to avoid confusion: private keys have 51 or 52 characters[1], addresses won't go above 35 characters[2], and public keys are longer than 60 characters[3]. Seed are combination of multiple words. Entering addresses or public key will only get you a watch only wallet.

So, basically, the formula for the activity value is this:

activity = min(time*14, posts)

So, lets break this down.

time = number of 2 week periods in which you posted

This basically means what it says. If you've been registered for one week, then this will be 1. If you've been registered for three weeks and posted on the first day of registration and again today, then it will be 2.

If you've been registered for one year (lets say you registered on the 1st January 2013 and today is the 1st January 2014), and you only posted on the 1st January, 10th January, 23rd March, 15 April, 18 April and the 23rd December, your time value would be 4, because you posted for 4 two-week periods.

activity = min(time*14, posts)

This basically says that your activity value is the smaller value of your time value multiplied by 14, and your post count. So, if your time value is 2, then your time*14 value would be 28. If your post count was 30, your activity value would be 28. If your post count was 20, your activity value would be 20.

Only posts increase activity. Creating new threads or sending PMs won't affect it (any threads you create will still count as post).
Being interesting have nothing to do with activity, too.

How do I import that? Also I have a private key for the address, but not a seed phrase, as when I created the address (on bitaddress.org), I wasn't given a seed phrase.  

The same way you enter seed phrase to restore a wallet and/or addresses to create a watch-only wallet (Restore a wallet or import keys option).

You'll need to get the private keys of your choosen ID (they're called 'address', by the way. not ID.) and import it.
