you can also start up with
-rescan
as someone suggested, that should wipe those tx from memory so you can resend the coins in another tx.

open a dos terminal/console in windows,
drag the qt onto the console then add -rescan at the end,
it will probalby take 60 kazillion hours or so ... but as long as it works the coins should be freed up to resend.

because those transactions have not seemed to have hit the chain,
your client is the only one that knows of it, so from the same client you can't spend those coins again without giving it a good nudge, whereas the chain itself doesnt really care until a transaction is confirmed.

this version has the advantage that you could use that with a different client to, so if you just happen to have two clients,

would be easier to do via input age, and every 24 hours, wallets would send coins (either by individual input, or by all in address) to itself . (fee free ofc)
it would make more sense to combine all coins in a single address unless you decide to integrate PoS and depend on inputs for network security.

cold wallets would be taxed mercilessly,
perhaps you could integrate veto "keys",  where a wallet could use that key in transactions to remove tax.

this would be a form of centralisation though as the keys would be distributed by the dev, and for long term security would need to be updated semi-regularly to prevent illegal use of those through sharing.
but, given the voting process for other chains requires also dev intervention, this will not necessarily be a problem.

I don't see PoW as usefully safe unless the coin is worth mining by more than average hash (this would include special interest miners who mine only to move the chain and not for reward).
It's far too easy to have the chain stranded for extended periods due to lack of hashrate.

I don't really see how having an attractive coin to miners is more beneficial than having an attractive coin to stakers.

If the coin is worth mining then the network will be reasonably secure due to PoW, but due to the amount of hash available out there, no low value hobby coin could ever be secure from either malicious intent or just difficulty issues.

The obvious issues with staking are the same as mining. Being marooned because staking wallets disappear, malicious staking on a seperate network.
Although it does seem that PoS has the added disadvantage of lack of staking inputs, so staking wallets may be online with no actual capability of staking due to ineligible inputs.

Hybrid does serve some useful intermediary point for the generic coins.
