as long as there is internet they can create and launch ICO at the same time they can hide their identity. the problem is once a new investor is scammed it will affect cryto and they will like stop investing again. they too focused on earning profit and joined without proper knowledge. well once they experienced it ther will understand it.

tax goes to government to be used in development, security etc.. is tax bad? no but the corrupt people. no tax and government will crumble. a country without government will turn to chaos. each individual can be a leader but will he/she do it for the people or for his/herself? government are there to keep everyone safe, give justice etc..
