Well circle is trying to get pretty big on this market, and i don't doubt they can do it with the amount they invested and with this "offer" you just told us abount. I will still keep on Coinbase for some more time at least i see more reviews about circle but it do feels pretty safe for all their media ads (showing owners face/name and this kind of stuff), sure being complete registered also helps a lot.
I've been using circle a lot lately. In fact, I've bought more than 5,000 USD in bitcoins with my CC there, I've made deposits too into my debit card and it went well, feel free to trust circle. Just like any online exchanger, I never leave any amount of bitcoins in them (although circle.com has an insurance)

No, its not a normal wallet since you dont hold the bitcoins, the bitcoin gets converted to fiat mone as soon as you deposit it.
