K16s won't need big hubs like current FPGA/ASICMiner Clusters due to the linking cable. 1 USB port per stack is all that will be needed.

as long as the cost to mine, IE the electricity + time + environmental factors, is less than the value of coins generated there is inherent value in the ASICS. Look at the difficulty required to make current ASICs "not profitable. You are crazy if you think people are going to keep adding to the network until the marginal gain is zero.

buying ztex quad @ 250 USD

And you're not at all flexible on that pricing, huh?
I could do 20 1.15y clones at $700 each. Bit more than you're looking to pay, but I have inventory in hand.
I do love 1.15y clones, but theres no profit at that point + the price is declining rapidly for these boards. Mass ASICS are a month out.

Prefer to pay in paypal, very hard to get USD into BTC at the moment.
PM or post offers. Can buy almost any quantity. Must be shipped/delivered quickly. Wont pay more than 75 USD/per spartan 6, so 150 for x6500, 300 for ZTex 1.15y.

See my second edit above for an automated reboot suggestion.
ya i guess thats pretty basic electical engineering, but i feel like it would be problematic i think i am going to get the dual psu adapters and have the host pc boot them all, it'll be nice to have the added ability to reboot the fpga/asics with the computer

I have the same PSU. I believe it's a "feature" of the supply. I have a small jumper wire on my 24-pin ATX connector jumping the green wire to ground. If power goes out/I want to power cycle, I just pull the jumper, wait a second, and reinsert. If you wanted to get fancy, you could use a toggle switch instead. ya thats what i was saying...i'd like it to boot back even if i'm out of the country for a month....zzz ill suck it up and buy a spliter
