I think it is not really necessary to have a dedicated board or sub-board for the sole purpose of gambling reviews since that can have both positive and negative impacts. Positive in the way that honest and correct reviews might be posted by trusted forum members for different casinos, and negative in the sense that some services might use it for false advertisement in the forum.

It is better to just let reviews stay outside of the forum, and those casinos who are willing to have their casinos reviewed by various members should simply start a campaign paying a small amount to users to test and provide an honest review of the casino.

I think 48 hours is more like "if all goes according to plan" situation, and even in that it takes 24+ hours for sure, and less than 48 hours, there aren't that many cases you get it back in a few hours, that just doesn't happen.

I actually never thought of street gambling this way, where if a person wins a bit of a big amount, he could be under the eyes of bad guys that might be present around there, and that could be a serious threat to the person when they leave from there as they could encounter them on the way and demand for the funds, and believe me, these people never care for lives and won't hesitate to stab a person for only a few bucks.
