When do you buy Bitcoin ?

I buy my bitcoins when the price is low and the future of the bitcoin is bright.
Its also that I buy my bitcoins now because of the halving that is coming so that's another plus point why you should now.

I think its good to buy the coins now. The value is now quite low and that is not so good. But it has a good price to invest it.
If you now invest, then there is a higher chance that you can have a lot of profit. But that is the risk that you should take.

Agreed with most of the people , who thinks that its good to buy bitcoins when the prices are below 400 $. its really important to monitor the increase and decrease of the prices of bitcoins before buying.

I also think so. The price of bitcoin will rise when the block halving comes. It will double the price at least.

You are well on the way to victory by acknowledging the idea of buying when others are mostly selling.
Right now, we are overdue to come out of a long quiet time (probably heading much higher), so you would want to have at least 65% (or more) in Bitcoin vs cash.
