Even though the price is as high as ever, I consider investing more in Decred. It seems to be ahead of the hyped DASH, imho. And looking at the Roadmap for 2017 it  has a ton of potential.
1) Can someone explain to me how private DCR transactions really are? Is it more like Bitcoinish pseudonymous or Moneroish anonymous?
2) Also, what is the best resource page to see which of the proposals are actually implemented?

edit: While I'm at it, one more question:
3a) What is the average block-time for DCR?
I saw that lightning network is in the work to be implemented.
3b) Am I right that this would make the implementation of a "instant-send" function unnecessary?

The out of beta phase.
Wallets with gui, POS mining and voting for all OSs.
There will also be the first vote on mainnet.

The decred team is not in control of the yobit wallet. Yobit does not seem interested in ever fixing it.

Luckily for you, the price in yobit remains close enough to the Market price. So the best thing you can do is sell your yobit credit and withdraw, then buy it back in another exchange
