Just so I am clear: You mean 10% of block rewards go to a governance budget (treasury), and this will be allocated from current masternode rewards (80%-->70%)?

And this budget gets used to fund proposals, which get voted on? Who has voting rights?

You are a Hero, that means you have been in the crypto ecosystem for years. And Bitsend us your first coins you hold, it sounds a bit strange.
Anyway, I think that you made a good choice by investing into Bitsend.
