I think they are allowing people to make a new account on the ICO page so it is not too late (as long as you signed up for the newsletter in time).  Ask them in the slack.

I became a member on May 24th and put the Waves sig in my profile. Besides sending the pm to the devs, was I supposed to do something else? I've received every bounty except for the sig, and my name is not on the list even though I put the sig before the ICO ended.

If your name isn't in the list you probably won't get signature bounty.

Why not I saw some listed their sig on the same day that I did and they're on the list.

You needed to fill in a form to get the signature bounty.  After filling in the form you were meant to check if you got added to the spreadsheet and if not to contact the devs.  I'm assuming you didn't do this?  Anyway it's too late now since you are not on the spreadsheet you aren't eligible.
