But I remember my ENCODED SEED and PRIVATE KEY and PUBLIC KEY and ADDRESS
Can I get my balance back ? Can anyone help me pls , so grateful !

Yes, if you have your private key you can sign transaction and move you balance to another address.

What is the safety of being able to access anyones waves wallet with the seed? Couldn't this be dictionary hacked? I know this has been done with bitcoin wallets and brainwallet. Hoping 2fa will be implemented soon.

eg. what would be happen when I deposit 1000Waves to it?

It would take an awful mount of time for someone to hack it though, but I was wondering the same.
