I don't think it is a bug, I think the developer has designed this intentionally (for security reasons and becaue it could be a short delay on the faucet timer, so it must be refreshed).
Anyway ... now we know about this and we click refresh

Or may be they can limit on each person to claim the faucet and limit on how many times each day.
