Seriously have you forgotten what happens before every decent pump in BTC...this news could be the boost btc needs. 
As for why ETH...simply because its a gd coin, with major backing and when new people buy crypto, if they got $100, they choose to buy 10eth rather than 0.1btc. They see ETH as a cheap coin when you compare it to $400+ for 1btc. ETH has def replaced LTC as the second choice coin.
