It is the address of C-CEX. Since all premined coins went sent there after fixing the chain. So do not worry

You have a major imbalance in the trading between the two platforms Yobit trading is active and in it a large group of small traders and the big size c cex  and slow trading suggested to close one wallet and a big climb to avoid obstruction

The wallets on exchanges are not controlled by us. What is available in C-CEX is in accounts of the owners of XBY... If people transfer some XBY to Yobit, they are no longer in the C-CEX wallet because they arrived at the Yobit wallet and there they will be in the member accounts who own XBY.

What you see on the rich list is all separate wallets and each exchange has a wallet also. Inside those, the individual wallets do not appear on the rich list. The only XBY that appear on other wallets in the rich list are from members who have done a withdrawal to their own XBY wallet on their own computer.

The reason Yobit has more activity is because they have more volume and therefore more traders... Last night there was total volume of 6 million USD on Yobit and 100 thousand on C-CEX. It helps that people are actively trading some of the big coins on Yobit...
