What gives you the impression that Chelsea wouldn't want to be willing to spend 100 million or even more than that? Do you know that they have spent historical record breaking 600 million on new players within less than 10 months or so? If they want a player, I doubt that money seems to be one of their main considerations. I also doubt that Osimhen wants to play in Ligue 1 if he can literally sign a contract with any team from any of the major soccer leagues in Europe. He is golden already and making a step to PSG would only be bad for his career. You can go there when you are close to the end, but Ligue 1 has nothing special to offer except for money and I believe that he will be able to sign a huge contract elsewhere.
