Has anyone even been able to compile this junkcoin clone on Linux? I'm getting "E:MinGWliblibws2_32.a: no such file or directory" errors.

I'm just doing qmake and then make in the powercoin folder after cloning git. Litecoin builds fine for instance.

qmake is just generating a makefile. You need to take the makefile of litecoin(use qmake to generate it) for example, and use is to compile powercoin with : make -j numberOfCore
You will end up with litecoin-qt, then :  mv litecoin-qt powercoin-qt
Personnaly i used the makefile of gamecoin, but it should be the same.
