It's what you call "Zombie Mode". A lot of altcoins went through the same phase in the old bear market. Many died and never recover again. You would have begun to think crypto is just a large ponzi scheme. But then the survivors made 10xs normal.

It can be a good way for now because the price of coins from this project has been greatly reduced even though all the coins have experienced it. It's time to find a solution for now.
